Is there a cash rebate incentive available for productions shooting in AlUla?

At Film AlUla, we provide a range of financial support options to assist international, regional, and local productions. Whether you're working on a film or TV production, we can help with securing the most competitive rebates and incentives in the region.

Rebates: Through the Film Saudi program, eligible productions can benefit from up to a 40% cash rebate. We offer a straightforward cash refund cash refund based on eligible production expenditures. Productions can receive a 40% cash rebate on qualifying costs, with an increased rebate of 50% for Saudi citizens. This rebate applies to film and TV productions.  

Support Incentives: Incentives of up to 10% are available for projects that contribute to local culture, crew development and training, marketing and promotional activities, enrich local culture, and are based on the talent both in front of and behind  the camera. These are agreed upon in advance based on specific deliverables and are available for various content types, including non-scripted productions.

To qualify for an incentive, the project should ideally include:    

  • Recruitment of Saudi crew and support for local talent development
  • Crew training and professional upskilling initiatives
  • Representation of Saudi culture, history, and landscapes
  • Marketing and promotional opportunities
  • Representation of diverse talent in front of and behind the camera

Who can apply for a financial incentive?

Saudi and international production companies

  • Companies registered in Saudi Arabia or partnered with a Saudi entity

Main requirements for the cash rebate are:

  • Obtain a shooting permit in Saudi Arabia
  • Complete the application and approval process
  • Meet the minimum qualifying expenditure

Can we get an estimate of the rebate before submitting a full application?

Yes, if you provide the necessary financial details upfront, we can give you an indication of the rebate your production might qualify for before you submit the full application.

Once we have received the necessary approvals and submitted the full application, how long will it take to receive an Interim Certificate?

There is no system of Interim or Final Certificates. Instead, rebates and incentives are governed by a Cash Rebate or Incentive Agreement. This agreement outlines the estimated maximum rebate/incentive and the conditions for receiving it. The agreement will include a detailed description of the project and required deliverables. Any deviation or failure to meet the deliverables may result in a reduction of the rebate or incentive.  

Once all relevant information is received and the application is approved, a rebate or incentive agreement can be finalised within 30 business days.

What documents are needed as part of the full application?

  • Production budget
  • Financing plan: which includes details of secured and unsecured financing, details of any signed commitments (e.g. bank financing, pre-sales, etc.)
  • Production schedule: weekly schedule aligned with the project as described in the agreement
  • Cash flow schedule: projected weekly cash inflows and outflows from start to completion Script
  • Rights ownership documents
  • Names and addresses of local and international producers
  • Name of local production partner: including production services agreement (draft or final)


Do above-the-line costs qualify?

Above-the-line (ATL) costs generally qualify for a rebate to the extent they are used or consumed in AlUla. However, the total ATL rebate may be capped based on the proportion of ATL costs to below-the-line (BTL) costs, as well as the nationality of the ATL cast and crew.

How long does it take to receive the rebate?

The cash rebate is payable after receiving an Audited Cost Statement from the Producer, prepared by an Independent Auditor. The audit report (a recommended format is available if needed) should detail and support the claimed cash rebate amount. It must include verification from the independent auditor, confirming they have reviewed the rebate agreement, supporting invoices, and contracts, and have verified that all production expenditures being claimed for the rebate are eligible under the terms of the rebate agreement.

What are the visa requirements for international cast and crew?

The process is simple. International visitors from 49 eligible countries can apply for an eVisa through the online portal. If you're from a country not on the list, Film AlUla can assist with your visa application.

What accommodation is there for crews?

Cloud 7 Residence in AlUla offers an exclusive lodge, ideal for both short and long stays while shooting on location or at the studios. Do I need script clearance for my production?

Yes, Film AlUla can assist with script approvals, including treatments, storyboards, and series synopses, ensuring they meet all regulatory standards.

What is the process for obtaining filming permits?
